Merah Putih Village Cooperative
JAKARTA – Commission V of the House of Representatives (DPR RI) has urged the Ministry of Villages and Development of Disadvantaged Regions (Kemendes PDT) to expand its collaborations with various parties to ensure the success of the Merah Putih Village Cooperative (KDMP) program. This cooperation should extend beyond inter-ministerial partnerships to include the private sector, universities, public figures, and other stakeholders, aiming to accelerate policy refinement and guarantee effective implementation on the ground.
This recommendation was received positively by the Minister of Villages and Development of Disadvantaged Regions (Mendes PDT), Yandri Susanto, who highlighted the Ministry's ongoing strategic partnerships designed to support rural development and community empowerment. During the meeting, he also explained that the KDMP and Village-Owned Enterprises (BUMDesa) complement one another while simultaneously supporting other flagship initiatives introduced by President Prabowo Subianto.
"These village cooperatives serve as a solution to elevate the welfare of rural residents in line with the President's 6th Asta Cita (Aspiration). BUMDesa and village cooperatives will not overlap. BUMDesa is already operational; rather than conflicting, the two will reinforce each other as they both possess distinct, specialized characteristics," Minister Yandri explained, accompanied by Deputy Minister Ahmad Riza Patria, during a Working Meeting (Raker) with Commission V in Senayan, Jakarta, Wednesday (May 20, 2026).
Previously, Commission V emphasized that the Ministry must take on a larger role in overseeing sustainable program execution. This effort is deemed essential to ensure that village programs successfully boost community welfare and reinforce the rural economy in the long term.
"In this context, it is a long journey, but once every ministry steps in to contribute, it will become a success story. We strongly encourage the Ministry of Villages to take swift measures to refine this policy so that both decision-making and execution move rapidly, ultimately generating a carefully managed, positive impact. We push the Ministry of Villages to assume this vital role," stated the Vice Chairman of Commission V, Syaiful Huda.
For reference, the Commission V Working Meeting centered around two primary agendas: Evaluating the Implementation of the 2026 Fiscal Year State Budget up to May 2026, and Discussing the Supreme Audit Agency's (BPK RI) Semester I and II Audit Results for 2025. The KDMP and BUMDesa were central to these discussions as they serve as the primary instruments for achieving rural development and economic empowerment targets.
Regarding financial performance, Minister Yandri reported that budget realization as of May 20, 2026, reached 29.91 percent of the total state budget allocated in the Budget Execution Nominal List (DIPA). This percentage equates to IDR 613.9 billion out of an effective ceiling of IDR 2.05 trillion.
Furthermore, the progress of the Follow-Up on Audit Results (TLHP) from the BPK at the Ministry has reached 80.42 percent. This figure is targeted to increase rapidly until all BPK recommendations are fully met.
To achieve this, several strategies are being deployed, including tightening regulatory enforcement to prevent recurring findings and other discrepancies, as well as optimizing the roles of the State Loss Settlement (PKN) team and the PKN council in determining and collecting state receivables. Additionally, the Ministry will continue to improve and enhance the accountability performance of bureaucratic reform alongside an effective internal control system.
